Let’s scrap failed states, by Eric Osagie

I am almost scared to watch the news on television these days. For a newsman who lives on, and deals in news, ‘capturing history in a hurry,’ that would seem like self-immolation, if not outright nihilism.

But, you can’t help feeling this way, as you flick channels of prime time news. It’s a depressing experience. It stabs at your underbelly. You can’t help feeling dejected. You have a feeling of a steep degeneration of things. You wonder: How did we get to this abysmal level? You truly feel sorry for the sorry state of affairs.

You are dead wrong if you think or believe that I am alluding to the gory sights of malnourished mothers and kids at the IDP camps, a tragic reminder of the days of the jackal, when whatever spirit got hold of some of our misguided compatriots, turning them to bloody fiends, feasting on the blood of the innocents and the hapless. I mean the senseless killings by Boko Haram insurgents. Terrible and monstrous as the cannibal rage represents, that’s not what galls this writer this moment. I am also in no way alluding to Boko Haram’s no-less deadly comrades-in-bombings, the Niger Delta Avengers, avenging whatever.

No, far from it: I am gravely distraught beholding placard-clutching elder citizens, walking feebly across the streets in many states, in defiant protests against non-payment of their meagre pensions. It’s usually a spectacle of shame, the shame of a nation that has failed its elderly population, and indeed its citizenry.

You hear stories of senior citizens, collapsing and dying at pay queues for money that isn’t even available for collection. In some states, pensioners and civil servants are fast embracing the seppuku option; committing suicide, unable to bear the shame and humiliation of being owed and unable to meet their personal and family obligations.

These are Nigerians who gave their all in service to their nation; these are Nigerians who once beheld the glory of a nation on the rise, but witnessed its sudden plummet down the road of insolvency, where many of the states are finding it difficult to meet their basic obligations to the people they govern: Unpaid wages, poor primary and secondary schools’ education funding, poor medical state, bad roads, harvests of hunger and poverty!

As many march in frustration on the streets to protest their ill-treatment, this can’t be the Nigeria of their dreams: A Nigeria where 28 out of the 36 states have gone virtually insolvent; where the possession of a certificate does not certify or guarantee job for the unemployed graduate.

Let’s face it: A state unable to pay its working citizens its monthly emoluments or meet its obligations to its pensioners, or provide basic amenities for the people it superintends, is certainly a failed state, and the governor of such state, a failed governor. There is no need mincing words or trying to colour the truth.

The shock of it all is that, you still find governors of failed states, cruising around their capital cities and other parts of the country, in blaring sirens and long convoys. They are still engrossed in their flamboyant lifestyles, of course, at the detriment of the suffering and oppressed people of their states. What a country!

What to do is simple: Let’s scrap failed states, if they are unable to work out a recovery plan at the soonest possible time. Let’s also urge President Buhari to stop the bail-out to the failed states. That can only encourage more indolence on the part of such states. In any case, for how long will the bail- out regime subsist? For how long should we tolerate and indulge lazy governors, who can’t think of creative ways to get out of the mess of their broke status? What happened to agriculture, entrepreneurship, manufacturing? Why has federal allocation become the only way for some of these states’ helmsmen, rushing to Abuja monthly for the usual federal largesse? If states will be called states, they must find a way to meet their obligations to their states and people!

Of course, there are many reasons many states have become bankrupt and insolvent. The first is lifestyle, extravagant and wasteful lifestyles; second is lack of firm resolve to look inwards. Of course, there is global economic meltdown. But, a little prudence and being proactive could have helped in no small measure.

While failed states navigate ways out of their quagmire, they could start by trimming their long convoys and taming their expensive lifestyle habits, then look at other productive ventures listed above. If these won’t work, let’s fold up the states by merging them with others, so they could draw from the comparative and competitive advantages of their neighbours. In any case, why can’t we have strong regional governments instead of being saddled with the burden of some of these so-called states?

We got to this sorry pass because many states were created for more or less ego reasons. There were no plans for the sustainability or viability of many of the states. No business plan. Nothing on ground, on how to make the state work for its people. What happened was that one powerful man or group of powerful men usually formed pressure groups to agitate for new states. Hiding under claims of marginalisation, they mount all kinds of pressures on the authorities until it buckles. Under the military, which decreed our 36 state-structure, it was like cherry-plucking, the speed at which states were ‘manufactured.’ Now, see the mess they have put the country. Even cries of marginalisation have never solved the clamour for more states to be created. Marginalisation gives birth to further marginalisation. With the creation of a new state, a new oppressor is created; the marginalised becomes the new oppressor, and the cycle continues!

As the tragedy of our nation stares us in the face, the citizens can’t stop asking: How come nations we got independence almost at the same period left us far behind in their steady march to progress? Look at India, a nation we once derided; Brazil, Ghana, Indonesia, Singapore, South Africa, to mention a few, and you can’t help weeping for this stunted giant.

How come we are still battling to get to 4000 megawatts of electricity, when power is no longer an issue in other countries? How come we are producing the 23rd set of unemployed graduates, a country that is the 6th largest oil-producing nation on earth? How come we haven’t got our transportation right: Air, road, rail and waterways? How come our army of the unemployed keeps lengthening while our industrial capacity keeps reducing? How come budgets have been running into trillions while the ordinary Nigerian is still battling the basic necessities of life: Water, food, shelter, clothing, health, amongst others?

Where are the groundnut pyramids that once dotted the Northern skyline? Where are the textile factories? What happened to the once-flourishing cocoa industry in the West and the palm kernel production in the East? What about the agricultural prowess of the old Mid-West and the East? Gone! Drained like prodigal youngsters, who blew their inherited wealth.

Even our black gold, our oil, has been so mercilessly bled that many are wondering if we wouldn’t have been better off if God hadn’t deposited the precious liquid in our soil.

But, the good news: We can turn things around if we do the right things. If those who lead at different levels of government truly get cracking by shunning greed and avarice and conspicuous consumption; stealing less and doing more. If they engaged in the productive sectors of the economy, providing the enabling environment for the private sector to thrive, our people may begin to live and live life more abundantly.

CBN takes over Skye Bank, urges shareholders and customers to keep calm

The Central Bank of Nigeria has taken over the Board and management of Skye Bank Plc after the lender failed to meet the regulator’s minimum key liquidity and capital adequacy ratios.

The Central Bank Governor, Mr. Godwin Emefiele, disclosed this at a news conference, which was held at the CBN’s head office in Lagos.

Emefiele said the apex bank had appointed a new board and management for the bank following the resignation of the Chairman, Chief Tunde Ayeni, and Management Director/Chief Executive Officer, Mr. Timothy Oguntayo.

He said the bank’s outgoing board and management had consistently failed to turn the fortunes of the bank around despite consistent warnings from the CBN.

In place of the outgoing board and management, Emefiele said the CBN had appointed Alhaji MK Ahmad as the new chairman, while Mr. Tokunbo Abiru is the new MD/CEO.

The governor also said the CBN had removed and replaced all the non-executive directors and two longest-serving directors of Skye Bank.

The CBN boss urged shareholders and customers of the bank to remain calm, stressing that the bank was not in distress.

“I maintain that Skye Bank is not in distress. We have only taken this unavoidable decision to ensure that depositors’ funds are not eroded,” he said.

It is unprofessional to get sexually aroused on set – Blossom Chukwujekwu

Nollywood actor, Blossom Chukwujekwu, has said it is unprofessional for actors to get aroused during a sex scene on set.

According to the 32-year-old star of The Visit, an actor should be disciplined enough to control himself while interpreting a role.

In his own words:
"If you ask other actors, they will tell you that the sex never really happens, so you have to act like a professional. I think it’s unprofessional for you get aroused on set. You should be disciplined enough to control yourself and focus on the task at hand."
Chukwujekwu while chatting with Sunday Scoop, also said he feels sorry for actors who have refused to get married in order to maintain their female fans, adding that his wife is the most important part of his existence.

He said:
"My wife is more important than any other thing you can think of. The Bible says, ‘He who finds a wife finds a good thing and obtains favour from the Lord’. I feel sorry for those who say they don’t want to get married because they are scared of losing their female fans. They do not know that they are postponing their day of favour. I think female fans will respect you more when you get married. That is not to say you should get married for the wrong reasons. It is only okay to get married after you might have found the right person."
The actor, who has managed to maintain his faith in an almost difficult industry also said it is possible to be an entertainer and be a born-again Christian.

According to him:
"It’s not impossible to be a born-again Christian and still be an entertainer. It is very possible because believing in Christ is sustained by constant study of the word of God."

Purging NYSC scheme of sharp practices, by Samuel Jotalo

In the third quarter of last year, August to be precise, the Federal Government announced implementation of the Treasury Single Account (TSA). TSA was not a new strategic concept. It was just not implemented under the Goodluck Jonathan’s administration. This noble policy was a fiscal strategy aimed at blocking financial leakages, promoting transparency and preventing mismanagement of public till, as widely witnessed in Jonathan’s haphazard government. This no doubt, was one message of intent syndicated through the President Muhammadu Buhari’s anti-corruption crusade.

The TSA, as we all know, has yielded results in many Nigerian institutions that had been perforated with corruption in the past. This is evident in institutions like the Nigerian National Petroleum Corporation (NNPC) in the military, police and other para-military agencies, federal ministries and government parastatals and even the National Youth Service Corps (NYSC) scheme at the opportunity cost of Nigeria’s youth.

It is unfortunate that the NYSC scheme is still harbouring a variety of sharp practices. These sharp practices are common knowledge. This time, unlike before, I expect that urgent attention be given by the Federal Government to rebranding, redefining and repositioning or perhaps even removing the mess and waste that is the bungling NYSC scheme.

It is on record that between 1967 and 1970, Nigeria witnessed a bloody civil war. In that war, millions of Nigerians received the hard knocks of death in an utterly gruesome manner. The traumatic after-effects of that 30-months-old war led to mass illiteracy, acute shortage of manpower (a national delinquent that the NYSC scheme was poised to address), inadequate socio-economic infrastructural facilities, and many more.

However, at the end of that war, there was a dire need for thorough rehabilitation, reconciliation and reconstruction programmes because of the after war effects aforementioned. Goals and objectives were set as a roadmap to ensure a dynamic economy, a democratic society and a united, strong and self-reliant nation. There and then, as a way of looking beyond the trauma of the time and focusing on a future which would largely depend on the youth, the mobilisation of a certain category of the youth through the NYSC scheme started.

The NYSC was then established by a Decree No 24 of May 22, 1973 by General Yakubu Gowon (which now repealed and replaced by the National Youth Service Corps Act, Cap. N84 Laws of the Federation of Nigeria 2004). The scheme at its inception had some sorts of pros and prestige, I must say. Now, it is total deviation from the memorable past. Of course, many Nigerians as observed know and believe the NYSC has evidently exceeded its erstwhile usefulness.

The NYSC scheme is wont to boast of four cardinal programmes. They are: Orientation Course, Primary Assignment, Community Development Service (CDS) and Winding-Up or Passing Out Ceremony. The NYSC expects every corps member to participate in all these programmes mentioned before they are NYSC certified.

Corps members’ welfare in orientation camps is nothing to write home about. Many of the NYSC orientation camps are not equipped with necessary and sufficient camping facilities. Some of the camps have no potable water. Hostels are in dilapidated or dilapidating state. Health care facilities are not properly funded. It should administer first aid treatment but sorry to say, still grapple with inadequate first aid materials. Yet still, camp clinics lack clinical materials or equipment to meet up with camp casualty demands.

Rest rooms and bathrooms, most times are not convenient and conducive for use. They are for many months left in a state of smell and litter for prospective corps members to clean up for use. In fact, due to the unhealthy state of some of the toilet facilities, ladies are mostly (guys inclusive) susceptible to toilet infections. Going by the state of the NYSC Orientation Camps and the body language of some of the state governors to the scheme, one is compelled to ask why a State of Emergency has not been declared on the NYSC scheme in general.

According to credible sources in the NYSC and most importantly, serving corps members, the feeding of Corps members (confirmed graduates from various academes) which is part of their welfare package is nothing of worth. It is equivalent of what is given to condemned prisoners in their cells. It is public knowledge- I think, that the feeding cost per corps member is N1,500 per day. By design or default, every corps member is entitled to three full square meals per day at the rate of N500 per one-meal.

This meal ratio directive was obeyed on camp but with some level of impunity and corruption. It is unfortunate that no corps member ate an aggregate meal of N1,500 per day or a fractional meal of N500. Don’t many of us eat in all these local restaurants and eateries and spend less than N500 for a satisfying dish?

This is another case of corruption. They make the corps members not even half satisfied with food, making them depend on the camp market for more food at higher costs. Why must they reduce the estimated food ration (especially during this 2016 Batch A, Stream I camp programme)? Why must Nigerians steal all the time? Doesn’t the conscience prick Nigerians sometimes? Why must Nigerians continue to be the only clog in the wheel of our national progress? Why should we continue to undermine the effort of the Federal Government so that it could be subjected to public scrutiny for an offence it didn’t commit? Why can’t we for once do things the way they should be done, spend money appropriately and accordingly-without any form of thieving- for the purpose it was meant? Shall we continue to toe this immoral and debauched path and claim all is well with the NYSC scheme?

Primary assignment is one of the four cardinal programmes of the NYSC. In fact, Primary assignment + CDS = N19,800. This goes to show the importance of Place of Primary Assignment, PPA. Yet, the NYSC when it concerns PPAs, is very insensitive, corrupt and dishonest ab initio. Primary assignment is the major task of corps members after their orientation course. This is a period during which corps members are posted to work in various government establishments and private organisations to render service to the nation. After all, the motto of NYSC is service and humility.

Nevertheless, the service guide states clearly that: “At the close of the orientation course, corps members are posted to places of primary assignments relevant to their discipline.” Let me add a euphemistic phrase for emphasis. Corps members are posted to the places “relevant to their specific discipline and training.” The clause is: “Where their services are mostly needed.” The catchphrase, “relevant to their discipline” should be the precondition for posting or reposting.

Why should some corps members be posted to a non-existent establishment? Also, for instance, what business do engineering graduates have with teaching in schools when there are enough trained graduate teachers? What business do first-class graduates have to do with secondary schools or technical colleges when their domain should be a university or other higher institutions of learning? Inappropriately, some second class upper graduates are posted to universities at the expense of first class graduates from reputable and accredited institutions. To do what? This is contrary to the statement credited to a former Director General of the NYSC when he said all first-class graduates were going to be posted to institutions of higher learning in 2015. Well, from my interview with many that have passed through the scheme in recent years and are at present corpers, the reverse has been the experience.

The impression the NYSC has created is that the scheme does not encourage career development and it is killing the national sense of self-employment, the imperative to curbing unemployment. Entrepreneurial development and career development are not the same. Take it or leave it, not all corps members can be entrepreneurs and vice-versa. Some are better-placed as career persons and vice-versa. The NYSC scheme must as a matter of urgency be redefined. This is the time we purge the NYSC scheme of its corrupt practices like cheating, prejudicial justice, lobbying, bribery, etc. These sharp practices are gradually subjecting the scheme to a fuss.

Professional bodies are organisations whose members are individual professionals. They have roles even though not all have regulatory functions. One of the roles of professional bodies is to provide career support and opportunities for students, graduates and other working class citizens.

The posting of the recent corps members (Batch A, Stream I, 2016) has showed that many professional bodies are disinterested. Take for instance, the Nigeria Society of Engineers, NSE, which is the professional body of engineers in Nigeria. What is the essence of a professional body if the interest of registered members or potential members cannot be protected under any circumstance? The NSE leadership must enter a legal social contract with NYSC and complete modalities that will ultimately ensure that engineers are posted to places relevant “only” to their discipline and their career development. Even so, discretion in line with professional ethics could be applied as deemed fit depending on the circumstance.

Buhari once said: “I firmly believe in (the) NYSC and I think it should remain a national programme to promote integration.” The President must therefore know that the present state of the NYSC scheme cannot bring his desired results to fruition. The President must radically change the status-quo of the NYSC if he truly believes in this youth scheme. What good does a nation derive from celebrating mediocrity at the expense of excellence? As it stands, we must collectively stand against the unfair activities of some highly hypocritical NYSC state coordinators, as well as against zonal and local officials. Sharp practices in the scheme have made a mockery of the scheme both at local and international levels.

However, we still entrust the daunting task of cleaning up the NYSC mess to Buhari, the Federal Executive Council and the inept National Assembly. The President should know that history prefers legends to men. It prefers nobility to cruelty. It prefers soaring speeches to quiet deeds. Buhari must know that this present NYSC scheme intended to drive his administration’s change mantra is terribly sick and a vehicle with serious defects is vulnerable to an accident anytime of the day. In view of this, necessary actions must (sooner rather than later) be taken to sustain the programme which according to him is still relevant for national integration and unity.

Iheanacho excited to meet Guardiola today

Kelechi Iheanacho will meet Pep Guardiola at training on Monday morning, and says he is happy to play anywhere for the new manager.

He said, “Everyone knows Pep and what he can do. I think he is a great manager and I think he will bring many things to this team.

“I can play number 9, 10, 7 and 11 as well so I can play in different positions. Anywhere I can fit in, I will play.

“I am happy with what I did last season and now I have to work really hard this season to get something for the team and work for the team as well.”

Iheanacho faces heavy competition to win a regular place in City’s line-up, with new £13.8m signing Nolito able to play in attack, as well as Bony and first-choice forward Sergio Aguero.

But the teenager believes that he can persuade Guardiola to give him a chance as City seek to improve on last season’s fourth-place finish.

He said: “Everyone wants to start games and work hard. I need to work extra hard and I will get a chance. It will be a big season for me, and for every player.”

Return of the National Conference debate, by Jibrin Ibrahim

The debate over the National Conference has resurfaced recently. The dismissive comments of the Secretary to the Government that it was merely “jobs for the boys” irritated many Conference supporters who would like to see the recommendations adopted. The angry response of Professor Bolaji Akinyemi that they were not “boys” but serious, experienced and committed Nigerians was in order and made the point clearly that the Conference outcome should be taken seriously. It is the unwillingness of the Buhari Administration to take the Conference seriously that is partly fuelling the current debate. Of course recent activities on the revival of the Biafran agenda and resurgence of militancy in the Niger Delta have all placed the question of political restructuring back on the table. The Brexit vote provided further fillip to the demands.

The House of Representatives Special Ad Hoc Committee on the Review of the 1999 Constitution last week adopted the 2014 report of the National Conference as one of its working documents. It appears that the decision by the Committee is in defiance of the opposition of the Buhari Administration to the implementation of the report. It would be recalled that the APC and its candidate, Muhammadu Buhari had objected to the convening of the Conference just months before the general elections and questioned its composition. All the 53 members of the Constitution Review Committee of the House of Representatives are expected to study the report and make recommendations of what elements within it should be carried forward. There are certainly useful elements of the work to pick and carry forward.

My basic view however remains that on the whole, the National Conference lacked legitimacy. At the end of the Conference, I had published my column of 17th August 2014 with the title: “The National Conference: They Dared, They Failed” I was shocked at the fact that they tried to conclude the Conference with an agenda of tenure elongation. It would be recalled that delegates turned up on the last week of the Conference to find in their package a brand new 2014 Draft Constitution they had not discussed and had not been mandated to produce. They were not a constituent assembly and their terms of reference did not include giving unto Nigerians a new 2014 Constitution. When challenged on the origins of his Constitution, the Conference Chairman, Justice Idris Kutigi confessed that he had been “mandated by President Jonathan to write a new Constitution” (Daily Trust, 14/8/2014). The question that was posed then was if President Jonathan had wanted a new constitution, why did he not include it in the terms of reference of the Conference. When some Northern Delegates threatened to walk out if Kutigi insisted on imposing a new constitution, he encouraged them to walk out, presumably so that he could fulfil his promise to give unto President Jonathan a new constitution.

Everybody knew the slimy purpose of having a new constitution. Following the judgment by Justice Adesola Oguntade, when there is a new constitution, people who had held office previously could re-contest without prejudice to their earlier office. With a new 2014 Constitution, President Jonathan would then have had the right to not just one, but also two more tenures. Of course at that time, no one had told him that Nigerians were fed up with him and there was no way he could have won one, not to talk of two elections.

The leadership of the National Conference carried out vile, self-serving political manoeuvres, which, like Ibrahim Coomassie said at the time, “was capable of plunging Nigeria into another cycle of political chaos with potential of violence and anarchy”. It was the height of irresponsibility for the Conference leadership to have accepted to play this despicable role of trying to destroy our democracy. It was unfortunate that the people in power at that time pushed them in that direction. The current attempts to whitewash the work of the Conference should therefore be contested.

Nigeria was saved because many members of the National Conference resisted the process of political manipulation that was organised. We must not forget that many people who have been recently exposed as recipients of Col Sambo Dasuki’s $2.1 billion largesse received the money to organise late night meetings where they were sharing out money to facilitate the Jonathan Agenda. Luckily, there are many Nigerians who could not be bought with money who rejected the offers they received and fought for the edification of democracy.

I have always argued that the National Conference should be supported as an opportunity for Nigerians to talk about our problems. I have always believed also that just talking about our problems is therapeutic and will eventually lead us, at some future date, to try to solve the problems. It’s true that with an expenditure of over 7 billion Naira, it was expensive chatting. Precisely because it recorded ideas by Nigerians talking about our future, it is useful to review it to pick what is useful and throw out the rubbish. The proposal for the creation of 18 more states was for example one of the senseless propositions made by the Conference. At a time when so many States were unable to meet their obligations, including payment of salaries, it was clearly irresponsible to have made that proposal. Following the 2005 National Political Reform Conference convened by Olusegun Obasanjo, the baby was thrown out with the birth water because there was a tenure elongation plan. Essentially the same thing recurred with the Report of the National Conference.

The tragedy of the Fourth Republic is that we have had presidents who from day one have been pre-occupied with tenure elongation rather than what they could achieve within their legal tenure. This attitude has harmed the process of political reform. As I have argued previously, the Jonathan National Conference took off on the basis of an original sin, manipulating the composition to secure a pre-determined majority that would approve an agenda that is not in the terms of reference of the Conference. We all remember the debates at the beginning of the Conference about the numbers required for decision-making. When a compromise number for the decision-making was agreed to, the Conference leadership in their wisdom decided decisions will be taken by voice vote rather than voting in conformity with the requisite number agreed to in the rules established. What this meant was that the entire decisions taken at the Conference were not only illegitimate, they were also illegal. There is therefore no obligation to carry the decisions forward. The quality of the general membership of the Conference was however high and some of their proposals are good. It is on this basis alone that I accept it is still useful to look at the report and pick cherries.

The one positive message that emerged from the National Conference was that many people of goodwill worked tirelessly to forge consensus when extremist demands and positions were proposed. They tried very hard to forge agreements out of diametrically opposed positions. Their efforts were however often unsuccessful because they tried too much to go along the path of give and take. They did not seem to realize that when a demand is unreasonable, you have to reject it outright rather than try to do give and take. Yes let the debate about the Conference continue but let’s not forget that it was a very problematic National Conference without legitimacy.

Please be patient with Buhari, Oshiomhole tells Nigerians

Governor Adams Oshiomhole of Edo state has urged Nigerians to be patient with the administration of President Muhammadu Buhari, saying that it will take some time to fix the nation’s economy which according to him was battered by the Peoples Democratic Party (PDP) for 16 years.

Oshiomhole made this appeal shortly after Lagos lawyer, Femi Falana (SAN), hinted jokingly, while delivering a lecture at the 60th birthday celebration of the Secretary to the Edo state Government, Prof. Julius Ihonvbere, that he may soon embark on a probe to review the performance of President Buhari.

Buhari and Oshiomhole However, Oshiomhole who acknowledged the current difficulties being faced by Nigerians, asserted that the APC led government in the country is working round the clock to find solution to the problems.

The governor said: “Changes takes time, not only in the life of a person but more also in the life of a nation. This a country that was ran down for 16 years by PDP. The APC government is going to achieve sincere change for Nigerians and we are working towards that”.

Commending Prof. Ihonvbere for helping his administration kick out the PDP government in Edo state, Oshiomhole said “Let me thank you for that honour for joining forces with us to sustain the fight against the forces that don’t think that Edo is entitled to development. And working side by side, we have cleaned up the political space.

“Even now that the umbrella has turned into three pieces, they are still boasting. When Edo was under one man’s rule, those voices were loud, they would have told you whether or not there is vacancy in Osadebey Avenue. As you can see working together, strategizing together, mobilizing together, for refusing to agonize we are standing and they are down.

“There is no way I would have been able to achieve all these without the encouragement that you (Ihonvbere) have always readily offered, in a moment of doubt when we are strategizing” he stated. Expressing his gratitude to Oshiomhole for “saving me from that wicked hands of the PDP in the state”

Ihonvbere said “ I will continue to say that the courage he (Oshiomhole) has deployed in repositioning and refocusing Edo state is unparalleled.

“The next governor has a lot of work to do because to meet the standard already met requires 24 hours attention. But the good thing is that the Comrade Governor will not be too far away to assist with his advice” he said.
